EEOICPA / White Card

EEOICPA White Card

For eligible Department of Energy and Nevada Test Site workers with accepted occupational illnesses. The White Card can cover medically necessary home health related to accepted conditions.

Cost

RECA / Radiation Exposure

Compensation first. Then look at the care.

Qualifying downwinders, onsite participants and uranium workers may receive a one-time federal payment. For some workers, a RECA award can also connect to EEOICPA medical benefits, which is where home health may enter the picture.

  • RECA itself pays no medical or home-health benefit
  • For uranium workers, a RECA award can open the White Card
  • The White Card then covers skilled home health

Cost

A one-time payment for those who qualify, under the 2025 reauthorization. Claims are filed with the U.S. Department of Justice, not with Alara.

Payment amounts, covered areas, and covered illnesses are set by the Department of Justice and can change. Confirm the current figures at justice.gov before you rely on them.

OWCP / FECA

For federal and postal workers with accepted work-related injuries or illnesses.

Home health may be covered when it is medically necessary and authorized under the accepted claim.

Cost

Generally no out-of-pocket cost when the claim is accepted and care is authorized. Coverage requires a physician order and OWCP authorization.

VA Community Care

For eligible veterans whose VA-authorized care can be delivered by community providers.

Alara’s ability to provide VA-billed care depends on active network participation and authorization.

Cost

No cost to veterans authorized for community care. The VA authorizes and pays directly. A VA referral, authorization, and provider order are required.

One honest note: Alara is completing its enrollment as a VA Community Care Network provider for Region 4. Until that enrollment is active we cannot bill the VA yet, so ask your VA care team about a home-health referral now and we will call you the day it goes live. If another program already covers you, we can start today. Network participation and any PACT Act details can also change.
